Project Consulting Experience:
Avion has an extensive domestic and international business network and resource pool for general aviation, and is able to source international partners for domestic general aviation companies. Avion has successfully facilitated a long-term cooperation between FedEx and Okay Airways, which has effectively boosted FedEx's business expansion in China and created valuable opportunities for the rapid development of Okay Airways.
In 1999, Executive Jet International (EJI) engaged Avion to provide consulting and management services for the promotion of its business jet fractional ownership program in Asia and China. A wholly-owned subsidiary of Berkshire Hathaway (chaired by Warren Buffett), EJI is the world's largest business jet company and the pioneer of the fractional ownership program (NETJETS), operating a fleet of 610 business jets worldwide.
Establishment of Operational Mechanisms
Leveraging decades of experience in general aviation operation and management, Avion offers comprehensive guidance for general aviation companies in establishing their operational mechanisms. Avion boasts years of experience and a team of highly qualified professionals in the field of offshore oil aviation support. In the course of partnering with China Eastern General Aviation Corporation and China Southern Airlines Zhuhai Helicopter Company to provide aviation support for offshore platforms of multiple multinational oil companies, Avion has introduced and compiled a wealth of materials such as operation manuals, safety management procedures, standard operating procedures and emergency procedures, drawing on advanced management experience from the international aviation industry. Avion's professionals act as operational and safety consultants during project execution, earning deep trust from clients.
At Avion's initiative, Executive Jet International (EJI) of the United States proposed to the Civil Aviation Administration of China (CAAC) that EJI would fund and undertake the compilation of CCAR Part 91 (Civil Aviation Regulations of China). CCAR Part 91 is the regulatory framework governing all non-commercial general aviation operations. From February to October 2000, Avion participated in the 9-member task force led by Director Rao Shaowu, organized by the CAAC, as well as the 6-member expert group consisting of EJI professionals and former FAA experts, and jointly completed the compilation of CCAR Part 91. This marks a brilliant chapter in the history of China's general aviation regulatory construction.
4.Safety Inspections
In 1994, Esso Oil Company engaged Avion to conduct a safety inspection on Handan Branch of China General Aviation Corporation for its project in the Tarim Basin, Xinjiang. In October 1997, ARCO China engaged Avion to conduct a safety inspection on China Southern Airlines Zhuhai Helicopter Company. Since then, Avion and China Southern Airlines Zhuhai Helicopter Company have been providing aviation services for ARCO China to this day.
In 2000, Avion, on behalf of Kerr-McGee Oil Company, conducted a safety inspection on the Dauphin helicopters of China Offshore Helicopter Company in the Bohai Sea.
5. Market Research
In late 1999, commissioned by Delong Group, Avion completed a comprehensive analysis of China's general aviation market. In August 2000, Avion conducted a market research on the business jet fractional ownership program for Executive Jet International (EJI) of the United States, covering nearly 300 well-known state-owned, private and joint-stock companies nationwide. In addition, Avion has carried out long-term and in-depth research and analysis on multiple market segments, including the application of general aviation in China's power operations, helicopter tourism resources in Badaling, small aircraft transportation networks for postal express services, and the business jet market.
6. Aircraft Purchase Consulting
Avion has provided aircraft model planning services for the offshore projects of oil companies such as Phillips and Esso. With a thorough understanding of the performance of various general aviation aircraft and all aspects of the aircraft purchase process, Avion leverages its in-depth knowledge of the nature of general aviation operations and mastery of global general aviation resources to provide professional planning for the purchase of aircraft for various general aviation operations and small aircraft procurement.
